Although cockroaches ("cucarachas" in Spanish) will be like the last beings to die in a nuclear holocaust, the song "La Cucaracha" is not about a cockroach, but a person who was nicknamed like that.
La Cucaracha is an old Mexican Revolution (1910-1921) song, in part full of nonsense and in part making fun of a military dictator and usurper called Victoriano Huerta. As the song says "the cockroach cannot walk anymore, because he does not have, and he lacks his marijuana to smoke".
Besides mocking Huerta's appareance (the guy did look like the cross of a mongol warrior, a nazi, and an ugly insect), it makes fun to his addiction to narcotics. Some say that Pancho Villa called his jalopy "La Cucaracha" too making fun of Huerta, and the song is actually related to the car rather than the dictator.
Huerta was a military officer in the loyalist Mexican Army during the presidency of Porfirio Diaz and later in Madero. He was known to be a sadistic and cruel person, and also addicted to alcohol and narcotics.
After the long-standing Mexican dictator Porfirio Diaz was expelled from power and President Francisco Madero was elected as a new and democratic president, Huerta and other notable characters associated with Porfirio Diaz launched a coup d' etat which ended in the murder of Madero. Huerta became President of Mexico, which caused a general state of rebellion all over the country (spearheaded by notable revolutionaries like Villa, Zapata and Carranza). His armies were beaten by the alliance of Villa and Carranza, and was exiled as punishment.

He has been around from the time of the dinosaurs, and he will still be here (like the potato) long after mankind has ceased to exist.
You cannot stop the mighty cockroach.
