Yes, but not if you want to do the tango! A roof ladder with some sheets underneath it to stop it scratching the tiles would be your safest bet, but most tiled roofs are safe (in as far as being that high up can be) to walk on. Be extra careful if the roof is wet, moss etc can make it like an ice rink.

Depends on how heavy your average man is...hehe

but dont get my answer wrong, it might still not be safe to stand on...
nothing is for certain and the best way to make sure you wont fall is either to ask a professional do what has to be done in your roof or don't put yourself in that situation.

it might even have some side effect on you if you ever stood there and fall. (AKA Fear of Heights) Hope that answers your question

you say tiles and slate in your question, which is it ?

A roof in good repair, and built properly wil be able to stand a persons weight.

You should aim to stand where there are 3 overlaping slates, just above one of the battens.

wear light, flexible shoes. Trainers will do.

it should not collapse if that is what you are asking. however, individual tiles may be loose or damaged and break free when you stand on them. play it safe and secure a ladder over the top. if you don't have a ladder, you can nail some cleats on a 8" to 12" wide board and make a chicken ladder
