Rude awakenings are endless in this department. Petition for an alien relative first. She may be able to obtain a long term visitor's visa while the petition's in process. You are in the right place; don't try it in the Philippines. If you have friends in high enough places, call in favors. You picked a very bad political climate to fall in love with a foreign national. But I wish you all the luck in the world. By the way, a lawyer can't guarantee success, but will be of great help with paperwork. This is doable.

First of all you need to write more clearly.
Secondly, be patient! Marriage is a life time commitment and should not be rushed.
You should see an immigration lawyer regarding her coming to the US.
You should go to premarital counseling regarding getting married.
