it depends on the situation, if it is in a job situation those that know little would naturally talk too much to be relevant especially when they are dealing with novice in that particular area, their mouth would for a short time serve as a security for them but one day the truth would come out, while those that know the real stuff would just put their their knowledge to work and get the desired results. If it is in an academic enviroment, those that know a little would often brag and exaggerate the little they know in order to feel accepted and win followership.

The ones who know don't have to say much. The ones who DON'T know need to use a lot of words to disguise the fact they know little. It's not that they say so much, they just talk too much and say little.

Socrates was the first to say that those that knew the most can admit they know nothing at all. Sounds silly in a world where we are all so opinionated, but take into account religion, poilitics and love.... who is to say that we aren't all completely blind in those aspects?
Those that know much don't speak because they are busy listening, thus gaining more knowledge.

Because the parties of the second part have higher intelligence than the parties of the first part, and after living for a long time, could not be bothered to educate the parties of the first part, and will let them find the long road to enlightenment for themselves.
