OK, I can see here that if one uses the number lock one can move around a bit using the keyboard, but what are some finer points?
I know this is probably a stupid question, but, I'm technologically retarded, thanks.

You need to remember two things. 1) The Tab button moves your "cursor" around to different things (jump your selector to different places) and 2) your movement keys will do the rest. Just tab around until you hit the right place and use the arrow keys to select icons and such.

You'll want to replace your mouse as soon as you can, and may I suggest an optical mouse with a scroll wheel. If your mouse is a USB mouse it may not work in the Safe Mode of your OS.

You can navigate using the Tab key or the arrow keys. You won't like it very much, but it will work. Personally I wish my mouse would bite the cheese so I can replace it with a wireless mouse, but it seems to have eternal life.

By the way, if you have the old kind of mechanical mouse try taking out the ball and cleaning the little nylon wheels. That could give you a new lease on your rodent's life.

For urgent cases, u are right.... just TAB thru for selections within a screen as Gamin.. has mentioned,,,,
To reach a Menu Selection on top, use the ALT key... then left right arrows..., U all set then,,,,
Actually u are technologically advanced.... on contrary, u will be 'retarded' in 'mouse-handling' capacity,,, which is important - u figure out for urself...

You can use hot keys to access some command. Example: win + E to Open a Explorer, win + R to Open "Run", win + D to show desktop, alt + tab to cycle through your opened windows or programs. (you can find this by pressing F1 at any windows and type shortcut keys in search. it will give you something.)

If you like to use hotkeys than mouse (for long period), try this software: AutoHotkey, it can let you assign your own hotkeys.

The best and easiest thing to do is just to reboot. if this doesn't work then either 1) You need to reinstall the software for your mouse or 2) Replace the mouse.

by way of fact the handbook states in difficulty capturing: Please verify the skill furnish and the mouse connections, making effective no wires are loose and that there are no kinks in the wires. If no longer then your computing device itself would p.c. checking

i thinks you can use the tab key and to close the application you can use alt f4
