By a scientific definition of mentally ill?
By definition, mental illness ranges from depression to psychosis.
My #1 criteria for determining if a person is mentally ill?
When they are really negative, they blame everything on the world, don't do anything about it, withdrawl and get angry when you point it out, and they just CAN'T see it. They believe what they're doing is justified and don't think there is anything wrong with it. Then again, maybe they're just selfish

Functionality
If someone can adequately function in society (hold a job, take care of themselves, obey the law, not cause harm to others) and have be reasonably satisfied with their life, I say let them be. Why label them with an illness when they're doing fine? To me the mentally ill are like the people who are too depressed or eccentric to hold a job, the habitual criminals, violent sociopaths, self-destructors. These are the people who need help coping with life or need to be separated from society for protection.
