Being unfamiliar with Singapore and the availability or art instructors, as an alternative I strongly recommend the book 'Drawing with the right side of the Brain." It is an enlightening book strictly about understanding the fine art of drawing. Many lessons are offered along with other students' before and after examples. Famous artwork is also use to illustrate ideas and techniques.
It starts with the basics and moves forward to more complicated thinking and drawings. I used several of the projects for years when I was teaching art at the elementary school level. No only does it train your hand but also your eye and your brain and helps them to work as one.
Plus, the benefit of having a book is being able to flip back and forth, looking at the examples, and propping it up to compare to your own work. You can also make notes in the margin and it fits nicely into a suitcase.
