Snoop dogg was recently charged with this after being arrested. is this really a charge? What is the penalty? Is it federal or state law?

IANAL (I am not a lawyer). I don't think it's illegal to have a false compartment in a vehicle, as long as you didn't like cut the air bag out or anything. I mean, you have a right to do what you want with your car, either cut out the back seat or add neon lights or a false compartment to hide your wallet.

What he's in trouble over is what was inside the compartment. He had a gun and drugs in his car, the false compartment is not illegal.
