Why is incontinence a normal phenomenon in the child under 1.5 to 2 years old?

They haven't learn to control their muscles yet.
They have to reognize the urging signal and act accordingly.
It's a learning process, both physiological (control the sphincter muscle) and phychological (know what to do).

because they're not potty trained
