They sure can! Any communications between the US and Mexico can be intercepted. The law does not allow US law enforcement agencies to tap in calls within Mexico only, however the technology certainly exists.

Yup. The No Such Agency (NSA) has been doing it for years. And, YOUR president, Bush, has erroded American protections so that this is pseudo-legal.
If you don't like it, writer you congress person and senators and tell them you don't like it. And VOTE for people with the same values you hold.
