91 S10 Blazer with 4.3L TBI. Engine idles alright, timing alright, new spark plugs, new cap and rotor, but still hesitates. Could it be a weak coil, or a dirty fuel filter?

I bet you will find its a TPS or an O2 sensor
get a computer emission scan from a reputable garage or dealer

the only weak coils I ever saw had visible arc traces from their center to their frame. looks like little teeny slug trails.

oh, just thought of it, try an air filter first

I'd put my money on a bad injector. The Spider Injectors on these were notorious. Back when there were still a lot of these Blazers on the road it was the one type of fuel injector we kept in stock at my shop.

Could be both. But as the idling and starting is fine, it could be the fuel filter.

you betcha. a weak coil that still produces spark will still allow for combustion, but when you floor it yor dumping alot more gas into the cylinders and with a weak spark you runt eh risk of it not being able to ignite the charge properly.
