No. You should have dialog, to understand each other position, to make some adjustment here and there and to come to a common solution. But if the parties to not agree to make some concessions each other, peace can not be achieved.

Yes you can make peace without dialog.
For example through genocide.
Once you kill all your enemies you will have peace.

yes, i like the genocide example. Another is seperating yourself from your enemy e.g. north and south korea.
