Just because you heard it doesn't mean it really happened.

Maybe the kid has a learning handicap that makes it hard for him to do this kind of test, but he proved some other way that he was a great student who could take advantage of the school's resources.

Although being rich might help a medium kid get into a top school, no elite school is going to take a stupid kid, no matter how much money he has! And the number of people who buy their way into college is pretty small compared to the total number of kids admitted. Most kids get in because they belong there.
