the abs light isnt on--what is so puzzling is that the brake pedal seem to go to the floor

from talking to several people--what im experiencing is normal abs i guess

i don't quite get your question, i too owned a 2000 s 10 with abs, and on a bumpy road they would for lack of a better word shimmy, but never did they lock up. is that what you truely mean, or was it relentless pumping of the pedal which feels like you lost control? the former is not normal, the latter is.

Do you have 2-wheel ABS (rear axle only) or 4-wheel ABS?

Is the ABS warning light on your dash illuminated some or all of the time? If so, whenever that light is on, your ABS is not functioning. That's why they call it a warning light. If the light is off, your ABS should be functioning normally.

Also, ABS is not foolproof. If your tires do not have traction no amount of electronic gizmo's in the world can make up for that. Your real problem may be there.
