I am thinking about buying a Neon that has the brakes locked, then I heard that they do that if the car sits too long, and all you need to do is drive it and they will loosen up, is this true?

NO- i currently have a 1996 neon with locked brakes- i've been driving it for 3 months like this and they haven't loosened off. everytime you hit the brakes it's tightening again is what i was told. you may need a new master cyliner if it's on opposite sides and one front one rear. that's what mine is anyway.

well yes this is normal it happend to me the car sat for a year while i was in alaska (the car was uncoverd)
I had to get under the car and tap the back side of the wheel where the braking system is and it unlocked the rear wheel. Im guessing that the car has drum brakes. see if you can get a discount on the car cause the rear brakes will have to be replaced drums and pads. if you know someone that can help the parts in total are about 45 i have a friend thats a mechanic and he did all of it at no charge

also have the parking brake cable and mechanism checked that may have also seized

Over all its an easy fix

Brakes locking up is NEVER normal! I'd pass on that one unless the seller gets it fixed by a competent brake specialist first, or you get an excellent discount and plan of having it towed in for repairs.

You don't "loosen" locked brakes by trying to drive around. You'll only compound the problem, so more damage, and risk an accident as that can cause you to lose control. Whoever told you that is clueless - and certainly not a brake specialist.
