Hi, If the run switch is in the off position and they are operating ,I would say you have a short in the speed selector switch.You could pull fuse to the wipers, till you get it looked at or try to find problem yourself.Get yourself a service manual to see how involved the job will be to repair.Good Luck ROSCO

sounds like a bad switch or a short in the wiring
