I had two stucco houses in my time and both of them have wood trim. I put screw-eyes into the wood trim and depending on the light types, either clipped the C9's to the screw eye, or used an electrical tie to fasten the string of mini-lights to the screweye.

In the summer I painted over the screweyes and you can't even see they are there.

I don't think I'd ever drill through the stucco itself for anything less important then dish television....

If the hole is big enough for you to put a piece of wood behind where your screw goes you can screw into it. I do this alot with stucco, plaster and sheetrock.

There are alot of different types of anchor screws designed for it also.

You need to drill a hole with a masonary bit, then insert a plastic anchor in the hole then the screw into the plastic anchor. Your local hardware store will have a "kit" with the bit, anchors and screws.

xo has it right, DO NOT used wood shims, do to the fact they are subject to the weather and sooner or later will rot and fall out, and it's a code violation.
