Couple of questions? When you mean insert is it for sure 2 separete pieces of glass. I think you might be discribing a sealed unit. You cannot clean in between them. If you have been cleaning both sides of the glass and it is still foggy like then that is what you have. You will know for sure if you look into the window and look at the bottom or sides where the glass is. Do you see about 1/2 " of silver or black there. If you do that is the banding that goes on a sealed thermal pane unit and you can not clean the inside. If it is foggy that means the seal has started to fail which usually happens once the glass is about 10 years old. You will have to replace the unit to get it clean again. Sorry nothing else can be done with that because the gases have escaped, and the vacuumm seal is worn out. Good news you do not have to replace the whole window just the unit.

use the soda with soap. luke warm water. and leave for a day.
