If you have a Merle Norman studio, they have fabulous Creme Eyeliners in little pots. You use an eyeliner brush with it. They're waterproof and go on very creamy without tugging. The colors are nice too.

I love liquid eyeliner, I can't even use a pencil eyeliner. My favorite brand is Clinique. I've been using it for years. It lasts a long time. The brush is also neat, draws the exact line I like!

I used to wear liquid eyeliner, but then I switched to the pencil one, is way more confortable...but if you don't like the pencil one, you can first put on the eyeshadow all over the lid of your eye and then try the liquid eyeliner, but let it dry first before you open your eye, and you should be fine. Hope I helped...

Honestly, all liquid eyeliner is water soluble, but if you're a brave girl who doesn't mind a little make-up torture you could use plain old modge podge as a sealant over your make-up. You only need a very thin layer and it dries pretty fast. The best part is the makeup peels right off when you're done! Feels like a bandaid coming off your eyelid (hence the torture) but if you wax anyways it's no problem.

Maybe you should try some pencil eyeliner. All you have to do is sharpen it and it willnot run like the liquid kind. It also works very well and makes you eyes stand out beautifully. TRY IT!
Hope I helped!

I love Merle Norman liquid eyeliner for the top eyelid. For underneath my eyes, I use Merle Norman eyeliner pencil, the kind that glides on and has a smudger on it.

Try to use a pencil. Also, try to use dry liner that you wet with a little brush, it doesnt get so cakey like liquid and maybe wont run.
do you wear foundation or powder under your makeup? maybe that would help.
And what are you doing getting your face wet during the day anyway??
