It may have been from Noel's coke use, but it probably comes down to legal reasons. Oasis is always in turmoil and Noel may have not wanted to share songwriter royalties with Liam or the others. Or producer royalties.
Any time there are two brothers in the same band there's bound to be competition, pettiness and infighting. The only group that seemed to avoid it was Van Halen, but you can trace this stuff back to the Beach Boys, The Kinks, Creedence, the Black Crowes, etc.

I think the rationale behind this is Noel's dislike of where he and the band were at the time of the release. Be Here Now was a massive commercial success but not a happy memory for Noel in particular. If you have seen Oasis live over the last 4 years they simply don't play any tracks from the album. And who are we to complain, I could listen to Definitely Maybe & Morning Glory in their entirety with some Don't Believe the Truth mixed in for good measure.
I was at the City of Manchester Stadium last summer - Be Here Now wasn't to be seen - but it was still a musical moment I will never forget.
