Chaplinsky vs. New Hampshire delves with the use of bad words against government officials. In Texas vs. Johnson, the issue was about the burning of the flag. In the first case, it is not a freedom of expression because it was violative of the law by calling the officials as "racketeers". On the other hand, the burning of the flag violated a law preserving the sanctity of nationhood symbolized by the flag.
