can a team call for a review to contest that there was a pass interference on the play if it wasn't called? for instance, let's say the redskins are playing the giants and the skins threw and interception...........and there was some contact but pass interference wasn't called, can the redskins ask to review the play?

no, not in your case because it is a "judgment calls". it is the opinion of the guy who saw it whether it is pass interference or not. contrary to what people say, there are some penalties you CAN review.

you can review a roughing the passer, if your challenge is the alleged rougher touched the ball with the hand while the ball is in the air.
you can review a running/roughing the kicker also if the alleged rougher's hand touches the ball in the air after the kick

and you can also request a review if the pass is touched before it gets to the reciver and/or defender because pass interference for both teams ends when the pass is touched.

other than that, other penalites are judgment calls and cannot be reviewed

The only review you can have of pass interference is whether the ball was tipped before the ball gets to the receiver.

no. pass interference are judgement calls, so you can't review judgement calls.
