She wasn't exposing herself to anyone. She was getting out of her car and someone took pictures of her without permission. If what you're saying was a true, a woman would have to keep her legs clamped shut at all times for fear that someone might see up her skirt.

If she wasn't famous the photographer could be sued for a number of things.
She was just getting out of a car. There is no law against that. If she had NO skirt OR knickers on then she could be.
