In the U.S. http://www.zabasearch.com has an unnerving amount of information on many, many people I know. The biggest weakness with this site is if a woman gets married and changed her last name, but you only know her maiden name, it will give you the last known records for her maiden name, however, if you know her parents' names, you might have better luck with that.
