I see all these jokers running for president, how much money does it actually cost to run for a public office?

If I am bored, can I simply pay a fee to have my name added to a ballot, and see how many people accidentally vote for me?

it depends on the state what the requirements are to get on Ballot.

The "Secretary of State" office in your state (most common name)
will have a web page explaining.

It takes no money to announce your candidacy but to get your name on the ballet requires some effort and money. Each state is different and they usually require a number of signatures to get on the ballot unless the person wins the primary for one of the major parties. To win an election is another story this takes millions for even a congressional race in Wyoming or Montana. The next presidential election is expected to cost more than a billion dollars
