after you beat stormy sea, you need to wait a few days.
go do a few areas just to get items, exp, or more pokemon recruits.
after one of the times you wake up, ther'es a letter in your mail box about buried relic. then go talk to shiftry in pokemon square. he's the brown legged wood peg legged guy with the furry white mane of hair and sharp nose, and leaves for wings.
