diameter * pi * height gives you the area of the side of the cylinder... you still need to add the ends, which are circles of area r^2 * pi...

so total surface area is 2*pi*r^2 + 2*r*pi*h

A=2pi r^2+2pi r h
A=2(3.14)(14^2)+ 2(3.14)(14)(21)
A= 1230.88+1846.32
A=3077.2ft^2

You do Diameter(radiues times 2) times pi(3.14) times hieght(21), and u get the answer
