What specifically do you need to know?

The basics are, all lotteries are illegal, and anyone running a lottery of which you are the winner are, are not legally obligated to produce the "prize" you won.

The exception to the rule is a government-run lottery, such as the lotteries you see on television or the scratch tickets you buy at the store. Charities can also sometimes run a lottery, but must receive permission and sometimes a permit to do so.

Depends on the State you live in ,,, But the best bet would be to look on line in the RC section of your State Government . (RC= Revised Code) of Delaware, Washington, Idaho, Nebraska, Etc.
