i dont get it is it supposed to be arousing or something? please tell me in detail.

A perplexing question! Not all women in all cultures shake their butts for men (and curious women). It would help which culture you were referring to. I too do not find this act in a bar/strip club/etc. to be very arousing, but there certainly are others in many cultures who do. The closest answer I could come to is this --liberation/enslavement.
Liberation for the woman who does it voluntarily, is in control of her own sexuality, enjoys the rewards, and finds herself to be an entertainer just like any other performer. Enslavement for the women who do not do it voluntarily, dislike their work but need the income (perhaps to support drug habits, or a single-income families), do not consider their "act" to be entertainment but just parading their butts in front of a group of men who do find it arousing.
