First off, cover all the levels with bedding, I use old t-shirts. They are washable and ferrets love to burrow in laundry anyhow. All of mine sleep in it . You can also put either a water bottle or a food dish into some of the corners he has picked after you cleaned the corners really well. Ferrets will not "go" where they eat or sleep. It's also said that they won't "go" where they play, but that doesn't always hold true.
He may not like the type litter box you have. Is it a triangular one?
My boys only like the bigger square type pan with just a thin layer of litter in it. They can get their whole body into it, I guess that's why they prefer it. Make sure it's scooped clean at least twice a day. Ferrets don't like dirty potties.
Provide your ferret with an opportunity to dig. I've made mine a digging box out of a plastic Rubbermaid container and rice, a lot of rice. Rice won't stick to their fur and it's not dusty, so it's safe for them and they like it. Ferrets just love to dig.
Potty training is a work in progress for most ferrets. You'll have to remind him, reinforce good behavior with treats and verbally correct the wrong behaviors.

you must have a litter pan with a ferret. try putting less litter in the pan so it isnt as fun for him to dig, also its a good thing to have a litter box that you can hook onto the cage so he doesnt knock it over. with my ferret i put his litter box in a bottom borner of his 3 level cage and his bedding on the top part. is your ferret a baby? that may be why he's confused since he has all that space. i waited a couple of years before i got silvino a multileveled cage. also if you catch him about to poop in the wrong place say no and lift him up and place him on the litter box. if he steps off lift him back and eventually he'll poop there. dont be mean to him! don't do that push his nose in it crap that some people will do! thats crap and it's mean and if your a mean crappy person you shouldnt have a ferret. (sorry for the rant) also ferrets like clean bedding and toys so if your ferrets pooping in the wrong corner either put some bedding cloth there or a toy also if its pooping in the same place all the time just change where you have the litter box. good luck!!! and again, digging in the litter is normal from time to time. my ferret silvino did it alot when he was young and still does it sometimes right after i've cleaned his litter. also if it's a baby dont remove the poo right after it poos. it needs to smell it in order to no thats where it has to go. rock on! and good luck

Having been a ferret owner for many years, here's what you need to do: Put one litter pan on each level. Yes, it's alot of litter pans, but that should get them used to going in one. You shouldn't have any problems then. But remember, that ferrets aren't 100% litter box proof. Once in while they will miss. I only had one ferret out of 21 that NEVER went anywhere BUT the litterbox no matter where she was in the cage or the room.

Well for a srart I'd block/remove the upper levels of cage.See if this solves the problem.

They seem to like to poo where they smell other poo. Try leaving a bit of old poo in the corner at the bottom and see if he goes back to it.
