There are 4 quarters (q) in a full unit: 4q x 1 = 4q
There are 4 units: 4q x 4 = 16q
There is also another quarter (4 1/4): 16q + 1q = 17q
As a fraction, quarters are wrote over 4, but there are 17 of them: 17/4.

17 over 4 = 17/4
17 / 4 = 4.25 =4 1/4
