you should get a theraband and stretch your feet with it. The resistance of the band improves the strength of your planters muscle and warms your feet up so they get strong, flexible, and warmed up.

In regards to improving your arches - you have to wear the proper shoes, it makes a big difference if you wear a shoe that has an arch, rather than a shoe that is completely flat (or almost flat).
In regards to getting flexible feet, stretching is very important.
