Would you rather work with people and how they relate to each other, or work with how the business is running, tracking facts, figures, doing charts, graphs, and lots of calculations.
It's not really which degree is better, but which one will be better suited to what you want to do.

Well I got a degree in Human Development and I know regret getting it. If you want to go into social work or counseling then I would go with the human services field otherwise stick with the business admin because that is a broader field.

If you like and want to interact with people, human services. If you don't then, business admin. either way, make sure the course or direction you choose supports your overall vision of what you want to do in life. Seek balance and fulfillment and be prepared to toil for your success. Good luck!

If you want to be in a personally rewarding career but eat rahman noodles for the rest of your life, go into human services.

Every type of business - has some type of "business administration". So if you want to move to a different job (maybe in another industry/market sector), you would have more flexibility.
