Most horse racing tracks have a fancy restaurant where they also hold parties. So dress like you were going to an upscale restaurant, which usually is something comfortable, but semi-formal or "informal" as opposed to casual. Semi-formal or informal usually means no running shoes, no jeans or anything made out of jeans-like material. No slacks and shirt if male, but a jacket and tie or any kind of suit, light or dark, except a tuxedo. If female, a nice dress, if you are female and a teenager, a nice skirt and blouse is usually best or an informal dress. You will be doing a lot of dancing so if you are a male, the jacket and tie might be best because you can take off the jacket if you are doing a lot of dancing.

Tell us more please. What time of day. Who's throwing the party. There are some swanky party rooms at horse racing tracks.
I'd wear a pair of dress black slacks a good look, dressy sweater or blouse, a nice pair of dress boots or heels and a leather jacket.

Probably Semi-Formal attire. Collared shirt and slacks for men, and a blouse and skirt/pants for women.
