It is a commonwealth of the united States. As such, they have no representation but only have to pay social security and Medicare, and no other federal taxes.

Every year they vote on whether or not to request statehood, stay a commonwealth, or become independent. I believe they have requested statehood in the past, but it was rejected by congress for political reasons.

They are a Commonwealth. That means they have an observer in congress, but he can't vote. They only have to pay certian federal taxes. They have all the privilages of US citizens, they hold US passports, ect. There have to regisister for the draft, ect. Every once in a while there is a movement to become the 51st state, but the voters don't pass it.
