Creams are heavier than lotions. Creams are for skin that may be extra dry or for extra dry patches. If you have oily skin or combination skin I would stay away from creams as most of them are oil based.
I tend to use creams on "problem areas" like my knees, elbows, and feet. Most people can get away with lotions on their face instead of creams; however if you live in an area with harsh winter weather, and tend to suffer dry skin during the winter a cream may help you out.

Creams are have a thicker consistency which is helpful for really dry, cracked skin. Drawbacks is that creams may clog pores. A great face lotion is Olay complete multiradiance moisturizer. It's a top ranked product.

Creams are richer and thicker, probably better for drier skin or during colder weather.

Lotions tend to be more lightweight.

creme is creamier and lotion is more watery creme is better for dry skin and lotion is more for just a light moisture
