You have to remember whatever is hanging near your face in a car could become hanging from your face in an accident.
I guess it is legal because everybody does it. I don't. Yet now you mention it everyone else I know does.
Might be a good idea to pay attention to your driving. It is the number one killer of young people.

Technically speaking, particular. An air freshener however, or a garter or a pair of fuzzy cube, shouldn't get you pulled over. A dang super handful of rubbish however - as I do from time to time see - might. Richard

It could be constrewed as an obstruction of view, if a police officer wanted to be a cheese whiz about stuff.
