A man of words, and not of deeds, is like a garden full of weeds. I have not heard this before but I like it and whole hardly agree with it.

Even though I have not heard this exact quote I have come across the essence of it many times. So often, in fact, that I have coined a term for just such people. I refer to them as the “I’m GONA” brigade. They yammer on about what they are going to do, how their going to do it, and what they expect to accomplish. But, that is all they do is waste everyone’s time talking about what they are GONA do and every day the plan changes and yet nothing is accomplished. In May one of my friends who is the king of the “I ‘m GONA do it club” tells me he is going back to school. I am not sure if he is talking about elementary, high school or collage. These fantasies generally follow something we have seen on television or are evoked by a conversation with a true achiever. We watched a program on volcanoes regarding what they are and what they do. Everyone on the program was a doctor or professor of Geology, physics, chemistry, ocean currents; you get the idea. As you can imagine everyone was wrong and he was going to get his PHD to prove them wrong after all he is only, at least, ten years behind. He thought a volcano was a name of some fast European car.

They talk about the garden, are to busy planning their future to work in the garden, and wonder in total disbelief at the weeds.

It rhymes!
What if the man of words is physically
unable to perform deeds, but he can tell
every one else what to do - than how would
your quote fit?
Something like this:
A man of words, but not of deeds is a hypocrite?

Sure. How about "It is better to be silent and be thought a fool than to speak and remove all doubt"
