If I move and they send the letter, I'll never respond because I won't get it. Will they then issue a warrant for my arrest? What if I'm working overseas for a year and don't get my mail?

It depends upon the jursidiction. In many cases the letter is returned to the court, with a change of address notice from the post office. They use this to update the records. The only time you have to worry is if the court complains to the DA that too many people are abusing the system. Then some names get pulled to make examples. In the course of investigating, they are likely to find out who has moved, and drop them.
