Hey! Here's a guys perspective on your situation.
First of all, if you know he likes you, what does it matter if he tells you or not. He'll tell you when he's comfortable telling you.
Have you ever had a guy push you for an answer and you might have liked him, but he kept nagging you and pestering you to define your relationship?
Well it didn't work out well for him... and it MIGHT have if he wasn't so pushy.
Relax. The truth is that you are a girl. You really run the show. Don't let people tell you anything else, because simply put women run the dating game.
Usually, your instincts are correct. But here are some clues.
1) Look for eye contact. Does he talk to you directly?
2) Does he spend time talking about other people or meaningless topics to you? If he does... he's not that into you. Or at least not yet.
3) Does he make ANY physical contact with you. If someone is interested in you they will find a way to touch you somehow. Watch out for it. Tactile (touching) communication is very powerful.
4) Is he always around or do you seek him out? If he seeks you out then he is interested in you. If you are looking for him, he isn't as into you as you think.
5) What is the rest of his communication like with you? Do you IM, Text, have each other cell phone numbers.
In the end, don't focus on defining how a particular person feels. It's meaningless. Ask yourself do you enjoy his company? If so then just enjoy it without forcing things faster than they need to be. He won't be the last guy you like... so remember to keep it all about you :)

how can you be sure he likes you? Well, go out on a date with him a few times; you'll be able to tell if he does like you or if he's just flirting with you or if he just wants to be friends. If he does like you, he'll tell you when he feels the time is right, or if he feels the same vibe coming from you

You could always play "hard to get". Don't be so available or seem so interested. Act like there is something else on your mind besides him. He may get to thinking that he better quit playing around and finally level with you about how he really feels.

Body language says it all - the looks, the smiles, excuses to touch your hand, arm - presence available at even unexpected times....etc

i work the other way.... most guys dont have the guts, just ask them out ur self, its easier, faster and saves u a lot of "what ifs".... and just so that they know ur not just some "loose case" dont get all physical at once!
