Either the person that asked the question, chooses your answer as the best, or they set it to a vote and other people would vote your answer to be the best.

when you answer a question, there are two ways to have a best answer...
1. the person who asked the question can choose your answer as a best answer
or
2. the person who asked the question can put the best answer to a vote, and other people can vote your answer as best.

It's easy--you write the best answer! Well, actually sometimes it could be the dumbest answer, it's all up to the question asker which one they think is the best.
