This type of puzzle is usually called a "language equation."

It is 7 = Wonders of the World, I have been trying to find the answer to 13 = O in a P of T W, although I think the 13 is a misprint and should be 12. This was originally in a Games Magazine puzzle of 1981. I believe yours is listed.
