The university of Aberdeen in Scotland has a couple of scholarships that will drastically reduce tuition--but you have to apply a year in advace. Possibly this is common practice. Figure out where you want to go first. Then contact universities and see what they recommend.

In U.S, you are required to take GRE and/or TOEFL to apply for graduate school. You would also need to have a certain G.P.A (usually over 80%) and completed transcript to prove that you finished undegraduate degree.
