Probably the number of people to be incarcerated in them. Single cells would have less room than it takes to swing a cat whereas a dungeon would have to be bigger although it would also depend on how humane the jailer would be. Then, of course nuns and monks would be allotted more space because typically they are not criminals ( Assumed )
