Pete Best was a much better drummer but I think Ringo's personality just fit in with the others better. Without Ringo, it would not have been the Beatles.
Pete Best was getting too much of the spotlight, I think.
Lennon once said that Ringo wasn't the best drummer in the world- in fact he wasn't even the best drummer in the beatles!!

Ringo Starr was one very important point of the Beatles. The Beatles wouldn't have been the Beatles without this left-handed drummer.

Ringo was one of the best drummers available in Liverpool at the time.
he was brought in to replace the previous one, pete best, who was not considered good enough.
it was really when ringo joined that the group really started to push forward as he provided the driving beat.
he was a key member.
it sound strange but in most groups, the drummer is VERY important.
he also had imput into quite a few of their songs but obviously, the lennon/McCartney pairing was the ticket to ride !!!

That is a good question. I'm sure the Beatles could have found someone better, but they wouldn't have been the Beatles. Ringo had his own persona, and contributed his own brand of humor to the movies especially "Help" and "Yellow Submarine". They couldn't have been done without him.
