Truthfully any vendor will offer you a good price. You should write down a list of criteria and then choose from the criteria:

1. Usage: Internet, Burn DVD's, Storage, Watch Videos and Movies

2. Cost; what can you spend? $500, $1000, $1,500

3. Specifications:( I filled in a few)

Platform: PC or MAC
Case: Tower
OS: Windows XP or MAC OSX 1.4 are fine
Processor: Intel Core 2 Duo or AMD equivalent
RAM: 2GB
Video: 128MB
Optical Drive: Dual layer DVD Burner
Hard Disk: 250GB
USB Ports: at least 4 in the front and back
Ethernet and Wireless Ethernet
DSL or Cable

Try this, go to www.govconnection.com. Select the Computers menu and then Desktops. On the side of the results you can refine your search. This does not include Dell.

One note: IBM Desktops can be found under Lenovo. I picked out two Desktops that should work fine for you to use as an example:

Thinkcenter 8705K2U and 8810D3U.

Keep in mind you can always get the minimum RAM and storage space and add on later. Also, if you can afford it get a 3 year warranty if the the computer does not come with one.

You can also save if you are currently in school or work for a school.

Dell, HP, and Gateway are all rated very highly in Consumer Reports. Get the largest Harddrive you can and the most memory when you buy it. If you can get a video card, get it not the shared video. Dell has a neet fairly new option on their XPS systems where they install a 2nd harddrive that is used to "mirror" your other hardrive. I like this because it gives you a complete backup. Next to that, get a big monitor. For the DVD, get a +- DVD that way you can burn both types and get dual layer as well. Well hope this helps.

Depends on your budget.
How much are you willing to spend, how long do you want it to last.
Do you seek the latest technology?
Generally people would recommend that you get it from an authorized dealer/manufacturer.
You could also seek to build your own.
Specs:
Intel E6300 1.86GHz
at least 1GB DDR2 memory 533MHz should be enough
160GB harddisk or more
cheap P965 motherboard (biostar P965T, gigabyte S3, MSI)
mediocre graphics card (nVidia 7300GS, 7600GT or ATi X1650)
DVD combo drive

If you do not know how to build your own, get an HP. Compaq is also good. I am warning you, do not get a Mac. You will be highly disappointed because of the incompatibility and inferior performance.

I recommend acer with windows vista ultimate editions.Windows Vista is the most newest windows from microsoft.You can search an acer pc that has upper than 3.ghz.And with high memory 1 tera byte and dvd-rdl

Ummm get a Mac. You won't be dissappointed. Built in functionality for media editing, fast, dependable, looks smooth and sleek, and it doesn't run Windows which is always a step behind (of course you can run it on a Mac if you want now). Downloading? use a bitTorrent client... ie Azureus... all good.

DELL! also hp but hps breakdown most likely and are way harder to fix and are less common so new parts can cost twice as more.DELLS are most common and easy to fix.last long time and are very sleek.DELL i had a dell,hp,e-machines and a compaq.all of those broke down in 5 years my DELL hasnt broke down not once since i bought it 3 years ago.and trust me i sue it a lot!

New Pc HUH! if it is Laptop: get the on Toshiba. If it Desktop get Toshiba too.
