NO, I don't think you're bi until you actually act on those feeling and continue to enjoy it. I think you're just curous. I don't think I could ever be with another woman, but it doesn't stop me from thinking about it every now and then. Acting on it is the real answer. If you would then you're bi.

Having fantasies about another woman does not make you bi. Acting on it and continuing to act on it does make you bi. If you are having fantasies, I say act on it just to satisfy your curiousity.

It could just mean that you are curious. I say go out there and try it and if you like it then I think you're bi.
