...on reporting abuse on OLD questions? Sheesh, every now and then some jackass combs through my questions and reports abuse...and these questions are like 3 months old now.

There should be. Once the question has been resolved it should not be able to be reported. You can give them thumbs up or down but not reported. I'm with ya OwlishFox.

No! If you can ask whatever you want whenever you want why can't people report it whenever they want? I don't agree with random reporting just cause someone doesn't like another user, but if the person continually asks offensive questions and/or questions that are against the rules then they should be reports. Not saying that that is your situation, I have never even read your questions (as far as i know) but there are some users on here that their questions are just awful. i think they should be reported - be it now or later - depending on when they are seen by someone willing to actually report it.
i mean think about it - just cause someone doesn't get caught doing something wrong - does that mean that later if they do get caught and they should get off scott free?
Yes the rule could be abused and maybe in your case it has been - but that doesn't mean that it should be changed.
JMHO
have a nice day.

Perhaps, or take it as a compliment that someone would invest their valuable time (searching 3 months back) just to ruffle your owlish feathers.

There should be; and there also should be no violations or best answers, or a best answer has been chosen for your question email a a deleted account; that is just stupid and mean.
