Because they are usually raised more proper, because they have enough money to do so. In my opinion they are proper because they are rich, and they would probably still be proper if they were poor, just not as proper, like everyone else.

I think it's partly a combination of what the three people above said. Rich people are expected to act better, to leave a good impression with others. So, either intentionally or unintentionally, they are taught good manners. I doubt that having a lot of money makes it easier for them to be taught such, since most of what a person needs to know about manners can be taught by example.

Who would help you if you fell down? Rich person in a $7,000 suit or a regular person?
