When I was 13 (I'm 14 now) and went to my formal dance, this is what I wore....
- Natural colored eyeshadow (use a shadow about 2-3 shades darker or lighter than your skin tone)
- Black mascara (I recommend Maybelline New York's mascaras, they are very good and pretty cheap)
- Brown eyeliner (if you want to wear eyeliner, use brown. Black on younger girls tends to look bad)
- Blush (you may not need this but if so, apply it to the apples of your cheeks. If you go outside and play and then come inside, your blush should be the color of your cheeks at that time)
- Lip balm (I reccomend Burt's Bees Lip Shimmer because it does not come off easily and look really nice. Use either the Champagne or the Watermelon shade)
- Tinted moistuizer (this covers up spots and evens out skin tone while moisturizing, it is good for younger skin as you are too young for foundation and what not)

It is hard to say without seeing you in person - your skin type, eye color, etc. I would suggest you visit a better department store in your area and make an appointment for a make-over. Clinique, Lancome, MAC, and other cosmetic companies offer these services usually free of charge. If they do charge - I'd check another store. However, if they do charge most of the time all they want is for you to make a small purchase. The expert advice and outcome would most likely be worth your time and the small expense. I think it will be a good idea to ask you Mom to take you to a make up counter
at one of the Fashionable Department stores.
Here with your Mother's advice they can experiment with make up which will suit a 13 year old girl.
Also, since they are the experts, tell them about the ideal look which you are seeking.

If you are going in black, I suggest a thin line of eyeliner (liquid is my fave), black mascara, clear gloss, no eyeshadow(maybe a little blush. If the dress is long, then blush. if short, dont use any blush.).

black mascara, baby pink eyeshadow, blush, a pinky lipgloss, some perfume, silver jewellery, silver sandals/purse and perhaps a shawl in another colour like teal for later if you get cold.
